Yes, only licensed operators. Belgium has a closed approach, where it doesn’t open the market to everyone who meets a criteria, but rather limits the number of licenses and requires every online license to be attached to a physical location in the country. That one design choice explains practically everything about how casinos belgium truly behave.
Now this is the bit that most instructions miss out on and it’s the difference between finding live roulette and not finding it.
An A+ license is an add-on to a Class A land-based casino license. Only the 9 Class A holders can apply. It needs a €250,000 financial guaranty. A site with an A+ rating can offer the entire casino offering: live dealer roulette, blackjack, baccarat, game shows and slots.
A B+ license is an add-on to a Class B gaming arcade license. Belgium allows up to 180 Class B arcades, thus the B+ pool is bigger. There are slots and arcade-style games at the B+ facility, but no tables with live dealers.
An F1+ license is for online sports betting and is separate again.
What surprises people is that one domain might have multiple licenses held by various legal entities. Star Casinobe is the clearest example: its own privacy policy specifies three joint controllers, each with a different class. So you can have a site you think is merely arcade games, but they can have a full live casino since another firm on the same platform has the A+. The practical rule: don’t judge a site by its name or looks. Check what classes it has.
What “licensed” gets you: a live data connection to the regulator that is permanent, EPIS checks before you can play, identity/age verification at 21, a €200 weekly deposit cap, deposit and session limits with reality checks and self-exclusion in your account settings, free complaint handling with escalation to the Gaming Commission and no bonuses, and free spins or gifts. None of this if you are on an offshore site and Belgium blocks them – if something goes wrong you have no regulator to go to.

From 1 September 2024, Belgian licensees are prohibited from offering bonuses, free games, free bets, gifts, gratis travel, food, drinks or discounts in an effort to recruit or retain players. Only the awards that are within the framework of the game, such as an in-game free spin round, survive.
Here is a simple test you can do yourself: any site offering a welcome bonus of €1,000 to a Belgian player, or 200 free spins, is by definition unlicensed in Belgium. That test beats any comparison chart. If you see a bonus offer aimed at Belgian players, you are looking at an offshore operator on the blacklist, with no EPIS integration, no Gaming Commission complaint route and no weekly deposit cap to protect you.

According to the Royal Decree of June 19, 2022, you may deposit up to a limit of €200 per week with each licensed operator. It replaced a ceiling of 500 euro and has been confirmed by Belgian courts.
Two things that matter. It’s per operator, not per player – the cap is on each licensee independently so it doesn’t add up your play across all sites. That’s a real loophole in the protection, and it’s worth being honest about: if you find yourself creating a second account because the original one hit its limit, that’s exactly the behavior the restriction is designed to capture.
It is a formal process to raise it. You apply through the Gaming Commission, not the casino. Within three working days the Commission verifies the Central Individual Credit Register to see whether you are registered as a bad debtor. Otherwise, it gives you a higher restriction at the amount you decide. No operator can waive or increase the cap for you. If it does, it is not licensed here. You can also set your own lower limit on your account at any time, and this will be effective instantly.
By the Law of 18 February 2024 which enters into force on 1 September 2024, the minimum age for all games of chance and betting in Belgium has been increased from 18 to 21 years. Land-based casinos must be 21 since 2018.
It encompasses online and land-based casino, gaming arcades, bingo and online and retail sports betting. The exception is the National Lottery, where lottery-related merchandise like scratch cards can still be bought at 18. This is the most common source of misconception regarding the Belgian gambling age. Full ID verification is expected. Belgian operators verify your age and EPIS status before your first spin, not after your first withdrawal request.
Plenty of guides claim Brussels has no casino. That’s wrong. Casino in Brussels Belgium is one of the nine municipalities designated under the Gambling Act, and Grand Casino Brussels VIAGE has held the Class A license and operated on Boulevard Anspach since 2010, run as a joint venture with Casinos Austria International.
What’s genuinely unresolved is who runs it next. The City of Brussels tendered a new 15-year concession, valued at around €750 million, and six operators bid. Napoleon Games (via ECK NV, part of Super Technologies) won, scoring 91 out of 100 against Viage’s 87, with handover set for 1 January 2027 and the new concession running through 2041.
Then, in September 2026, the Belgian Council of State suspended the award after Viage challenged it. The court found the evaluation of the bids insufficiently reasoned, questioned how the “vision for the future of the site” criteria was weighted (30 points to Napoleon versus 20 to Viage), and flagged a possible conflict of interest because Brussels Mayor Philippe Close sits as a director of Anderlecht, a club connected to Napoleon Games, without recusing himself from the award meeting.
The city now has to restart the tender, reassess the existing bids, or keep Napoleon Games and justify the decision properly. What happens to the casino after 31 December 2026 isn’t yet clear – we’ll update this section when the city decides.
If you’re in Brussels now, the casino is open, you need ID, and you need to be 21. Class B gaming arcades also operate across the city, a different license category covering slots and arcade games rather than full tables. Any licensed casino online belgium permits works from anywhere in the city, and the nearest other Class A venues are Namur at roughly 65 km and Chaudfontaine at roughly 100 km.
Nine Class A licenses exist, all allocated, with no route to apply for a tenth. Note that Liège, which several guides list, is not a designated casino municipality.

Bring a photo ID to any of them. Entry is 21+, and staff check EPIS at the door, meaning a self-excluded player is refused entry in person as well as online. Several venues also carry the hospitality side seriously – it’s worth remembering Belgium is famous for its beer culture (often cited as having well over a thousand distinct beers brewed nationwide), and casino restaurants and bars at venues like Chaudfontaine and Spa lean into that local pride alongside the gaming floor.
Star Casino Belgium is one of the most searched-for Belgian casino brands but also the most misreported. It’s commonly called an arcade site without live tables. That’s incorrect.
Three businesses, each with three licenses, operate StarCasino.be: Chaudfontaine Loisirs SA holds the license A and A+ 8112, linked to the Grand Casino de Chaudfontaine. BVBA Ramses holds the license B and B+ 4092. BVBA SGS Betting holds the bet license F1 and F1+. StarCasino.be has live roulette, live blackjack and live game programs like Crazy Time and Monopoly Live, as well as slots and its own TV-style games. The A+ is in that stack. It’s Belgian owned not part of an international corporation, maintains native Dutch and French platforms and supports Bancontact.
Online at Napoleon, Napoleon Casino Belgium.be and Napoleon Games.is run by Napoleon Games NV, which has been controlled since 2021 by the Romanian business Super Technologies (previously Superbet). It is the most visible operator on the market, with Belgian roots.
Napoleon Casino Knokke (A+) is the license holder for Napoleon. This means they have live dealer tables, alongside their slots, bingo and poker. It also manages about 25 gaming arcades in Belgium with around 400 employees and a sports-betting operation under a separate F1 license as Napoleon Sports & Casino. Native Dutch and French platforms, support for Bancontact, and full integration with EPIS. And it’s also the operator central to the Brussels concession case outlined above – worth knowing if you’re choosing where to register an account this year.
Bwin Casino Belgium, at bwin.be, has operated legally since the Gaming Commission approved its Belgian arrangement in December 2012. The original approval was with Belcasinos, a Groupe Partouche subsidiary, and the site runs on an A+ license held through a Class A casino holder – check the register for the current holder before you open an account.
Bwin is owned by Entain, one of the largest gambling groups in the world. The Belgian platform carries a large slot library, live dealer tables including bwin-branded roulette and blackjack variants, and Bancontact support. Entain also operates Ladbrokes in Belgium, a separate brand on a separate A+ license.
Circus Casino Belgium, at Circus.be, is operated by Ardent Group, the Liège-based company behind the Gaming1 platform, and runs on an A+ license linked to Circus Casino Resort Namur. Ardent also operates Casino777.be through Casino de Spa, making it the group with the widest reach across Belgian online casinos.
Circus is one of the strongest brands for French-speaking players, with a full Walloon retail presence behind it, live dealer tables from the Spa studio, and slots from both international suppliers and Gaming1’s own studio. If you want a platform built in Belgium rather than localized into it, Circus and StarCasino are the two to compare.
Ladbrokes Casino Belgium runs at casinoladbrokes.be, operated by Derby SA in partnership with SA Casino de Dinant, which holds license A+ 65721, granted in 2019.
The A+ means live dealer roulette, blackjack, and game shows streamed from professional studios on desktop and mobile, alongside slots and jackpots. Ladbrokes is part of Entain, the same group as Bwin, so you’ll see overlap in game suppliers between the two. Two empirical observations. Bancontact is Belgian only therefore visitors without a Belgian bank account will need a card, PayPal or Skrill. And the €200 weekly limit applies, no matter how you do it – a speedier deposit method does not mean a greater deposit may be made.
No, not for leisure gamers. The 9 land-based casinos and any licensed online site pay your winnings tax-free in your hands. License criteria are rigorous, partly because operators pay the tax.
The exception is a narrow one. If your principal professional activity is gambling, then the tax authorities can treat you as self-employed and tax the profit accordingly.
